Now I want to return rest amount without penalty is it possible?

Usually there can be a few charges:
Pre-payment charges, subject to the principal amount that is outstanding. This will be stated in the contract that Citbank has given you
Fixed payments in case of loan closure like a processing fee, check if this is charged
Are you an existing customer of Citibank for your bank account – you might be able to get this pre-payment charges waived if you have a good history with the bank.
