There is nothing like best retirement plan. It depends on your financial state among other things. In general, if you want to invest in a retirement plan(useful only if you invest for 15-20 years), you have two options.
1. Mutual Funds
2. ULIP based pension plans.
(this is in addition to options like PF & PPF which you are recommended to investing in.)
If you find it difficult to regularly invest in mutual funds, you can invest in ULIP based pension plans but remember that they are costlier than MFs.
But before you invest for your retirement, you should figure out how much you need to invest among other things. You may consult a financial advisor for this.

There is no single answer for this question. Only thing i suggest your retirement corpus to be invested in different baskets with exposure to fixed interest investments like senior citizen savings scheme, Monthly income scheme of banks and post office, annuity plans from insurance companies. Further exposure to debt equity investments should not be ignored. We suggest you should contact your Certified Financial Planner who can assist you by understanding your risk tolerance and current situation.
