Topic: Second Mortgage Home Loans

I wish to transfer(Take-over or Refinance) my existing home loan to any financing institution. Can any one tell me if i can do so, even when the First Mortgager is Govt. of India.?

My First Mortgage of property is of 6 L for 20 years & Second Mortgage is for 7 L for 20 years. Can i transfer the Second Mortgage Loan to another financial institution? If so, Please tell me who are they?
