sir, my brother live in mumbai and doing job in a diamond firm, his want to take home loan for purchase home in ahmedabad what should he do

I have a house in Brij Vihar, Ghaziabad which is a one bed room flat.

I want to buy a house in Chennai which will cost me around 23 lacs. i have applied for housing loan with LIC.

Wanted to check if I can mortgage my Ghaziabad house papers and get some loan against that.
