I am facing financial crises due to global econominc turbulences, Is there any Indian banks are giving stimulus rebates for Home loan customers ( existing customers) ,

I purchased a home in Vizag in oct 2008 want to apply for refinace my home loan with other banks who is offering low Interest rates , curently my loan rate is 11% , many banks are defining their rates But axis is not doing , and very rarely they will give responces to our questions , I am sataying away from India paining to me to pay high rate EMIs , and my current loan is 10 yrs tenure want to refinace balance amount of 13 laks for 15 yrs or 20 yrs to reduce mothly EMI s , at the same time looking for lest early Paymant penalty charges , can any body suggest me How can I approch to banks because I am non resident of India Now , Thanks in advance
